Take the 3 bow charges and bring them back to the chest and they will be unlocked.

In the latest update you can travel to dreaming city and there you will be able collect arc charges to open a chest which can give you a loot ranging from a low tier to high tier. There are three arc charges used as keys for a chest just below the bridge to petra that says wayward magicks numbered three guard a lock without a key i ve found the one above petra on the cliff the one on a rock just before the bridge to petra but haven t found the third. Each zone in dreaming city has a hidden magic chest.
